how to format 1000Gb/ 1TB external HDD with fat32

windows not support / allow to format 1TB hdd with fat32 file system. my friends suggest me "CompuApps SwissKnife" software but this software is not support Windows7 So i found one software that can help me to format in fat32. that is
"Paragon Partition Manager"
it's also a freeware this format 1TB drive in fat32 system as one partition...
i did it for my PS3...
